Labor shortage or not

You may have read the headlines "Paper rebuts reports of farm labor shortage" last week. From the story in The Sacramento Bee:

A new paper issued by a University of California, Davis, agricultural economist challenges recent media reports suggesting that farmers are suffering from escalating labor shortages.
Farm industry groups have cited the reported shortages as evidence that immigration policy changes are urgently needed.
The paper – by UC Davis economist Phil Martin – was presented Monday by the Center for Immigration Studies, a Washington, D.C., think tank that favors reducing legal immigration and dismisses arguments that U.S. farms need foreign workers. Farm groups and labor advocates – often adversaries – joined in questioning the substance and relevance of Martin's paper.


Here is the link to Martin's work on the Center for Immigration Studies Web site. Martin's executive summary:

For several years stories in the media have reported a farm labor shortage. This study examines this question and finds little evidence to support this conclusion. First, fruit and vegetable production is actually rising. Second, wages for farm workers have not risen dramatically. Third, household expenditure on fresh fruits and vegetables has remain relatively constant, averaging about $1 a day for the past decade.
Among the findings:
Production of fruits and vegetables has been increasing. In particular, plantings of very-labor intensive crops such as cherries and strawberries have grown by more than 20 percent in just five years.
The average farm worker makes $9.06 an hour, compared to $16.75 for non-farm production workers.
Real wages for farm workers increased one-half of one percent (.5 percent) a year on average between 2000 and 2006. If there were a shortage, wages would be rising much more rapidly.
Farm worker earnings have risen more slowly in California and Florida (the states with the most fruit and vegetable production) than in the United States as a whole.
The average household spends only about $1 a day on fresh fruits and vegetables.
Labor costs comprise only 6 percent of the price consumers pay for fresh produce. Thus, if farm wages were allowed to rise 40 percent, and if all the costs were passed on to consumers, the cost to the average household would be only about $8 a year.
Mechanization could offset higher labor costs. After the “Bracero” Mexican guestworker program ended in the mid-1960s, farm worker wages rose 40 percent, but consumer prices rose relatively little because the mechanization of some crops dramatically increased productivity.
Labor-saving mechanization can be difficult for one farmer, since packers and processors are usually set up to deal either with hand-picked or machine-picked crops, but not both. Government has a key role to play in facilitating mechanization.



TK This work isn't going unchallenged. When I visited last week with Craig Regelbrugge, senior director of government relations for the American Nursery and Landscape Association, Washington, D.C., and spokesman for the Agriculture Coalition for Immigration Reform, he said immigration reform advocates have never claimed that labor shortages were universal throughout the country at all times. Yet the labor market is tight, and there have been clear examples (pears in northern California, asparagus in Michigan) of crops that have been indeed been rotting in the fields. And Regelgbrugge said that Martin cannot claim there is no shortage of legal ag workers, since the majority of farm workers in the U.S. are undocumented illegals. He said Martin makes overreaching conclusions and looks at the agricultural labor market in isolation.

A rebuttal to Martin's study by Dr. James S. Holt, agricultural labor economist and consultant to the Agricultural Coalition for Immigration Reform (ACIR). that I posted to the Fresh Produce Industry Discussion Group here. A press release describing the retort is here.

THE CASE FOR AGRICULTURAL IMMIGRATION REFORM
In a recent paper entitled "Immigration Reform and Farm Labor Shortages" University of California at Davis agricultural economist Phillip Martin claims that the data he examined "do not suggest severe farm labor shortages" and that "fears of labor shortages have not slowed expansion" in labor intensive agricultural production.2 In his paper, Dr. Martin contends that evidence of a shortage of farm labor would be indicated by an increase in wages of hired farm workers and/or a reduction in the U.S. output of labor intensive agricultural commodities. He presents USDA data on the hourly earnings of hired farm workers and on U.S. production of fruits and vegetables for the period 1989 to 2006 which he contends do not support the industry’s claims of a shortage of farm labor.
Dr. Martin’s "analysis" is extremely superficial. Some of his conclusions are inconsistent with his data. Most importantly, his "study" ignores the most relevant data -- data that clearly point to a severe shortage of legal U.S. agricultural workers and raise troubling public policy questions.
Hourly Earnings of Farm Workers
Dr. Martin notes "economists evaluating claims of labor shortages look to what employers do to attract additional workers. The first expected response is higher wages, which should increase the supply of workers by retaining more who would otherwise leave for nonfarm jobs and perhaps draw workers into agriculture from other jobs or areas."
Dr. Martin examines data on hourly farm earnings of farm workers and non-farm workers and notes that farm worker earnings did indeed increase more rapidly than earnings of non-farm workers during the period he studied – an increase of 72 % in farm earning compared to 64 % for non-farm earnings. Inexplicably, Martin draws no conclusion from that finding. Instead, he quickly moves on to compare the increase in farm wages in California and Florida with the rest of the country. He concludes that because farm wages in California and Florida increased at a slower rate than farm wages in the rest of the country, and California and Florida are major producers of labor intensive commodities, that farm wage data do not show evidence of a farm labor shortage.
Well, what did happen during this period when farm wages were rising more rapidly than non-farm wages? According to Martin, it should have "increase[d] the supply of workers by retaining more who would otherwise leave for non-farm jobs and perhaps draw workers into agriculture …". Instead, hired farm employment declined by 21 percent and the percentage of illegal workers in the seasonal hired farm work force increased from an official 8 % to an official 53 %. (Unofficial estimates are much higher.)
U.S. Production of Fruits and Vegetables
Martin then asks the question "What about the production of fruits and vegetables?" He presents data showing that non-citrus fruit production rose from 17 to almost 19 million tons and vegetable production remained stable, while citrus production decreased. He attributes the decrease in citrus production to hurricanes in Florida and freezes in California. He concludes with the observation that "if there is a 20 percent shortage of labor, as is sometimes reported, remaining workers must be getting more efficient to harvest more apples and strawberries and the same quantity of fresh vegetables ."
Had Dr. Martin actually looked at the productivity data, he would have found that U.S. farm workers are getting more productive – a lot more productive. During Martin’s study period, while hired farm labor was declining 21 %, vegetable production increased 47 % and fruit production increased 23 %, resulting in huge increases in labor productivity. The large influx of alien workers during this period did not dissuade farmers from investing capital and adopting labor productivity improving and output enhancing technologies. Total factor productivity in agriculture has increased approximately 1.7 % annually in recent years. Nevertheless, as we see in the next section, U.S. producers lost significant market share to imports.
Changes in Market Share of U.S. Fruit and Vegetable Producers
Both U.S. and global consumer demand for, and production of, labor-intensive fruits and vegetables has expanded rapidly in recent years. Expanded U.S. production has been facilitated in part by shifts of resources from other commodity sectors such as tobacco production. In a rapidly expanding market environment, the best indicator of how U.S. producers are faring is not absolute changes in production, but changes in U.S. producers’ market share of U.S. and global markets. Here the statistics show a markedly different story.
During the period of Martin’s "study" U.S. imports of fruits and vegetables increased 45%. Import’s share of U.S. market "disappearance" grew from 35% to 45% for fruits and from 10% to 15% for vegetables. In 1999 the U.S. became a net importer of fruits and vegetables for the first time in modern history, and import’s share of the domestic market has increased steadily since then. U.S. producers are clearly losing U.S. domestic market share to foreign producers. Data on U.S. producer’s foreign market share are not readily available, but if U.S. producers are losing domestic market share, they are almost certainly losing global market share as well.
Analysis
U.S. agricultural producers are facing a labor crisis because (1) the U.S. is not producing enough native born workers to fill all of the jobs being created in our economy, and (2) U.S. immigration policy does not make up for the shortfall. With more jobs being created in the U.S. economy each year than there are new native born workers to fill them, there is only one place the additional workers can come from – outside the U.S. The U.S. hired farm work force is now more than three-quarters foreign born, and majority illegal.
In an economy which is producing more jobs than workers, native born workers gravitate to the more attractive, more permanent, jobs. Seasonal agricultural jobs in rural areas involving hard manual labor are not competitive with year round urban jobs. There may well be a wage rate at which U.S. workers could be persuaded to abandon these more attractive jobs and go out and pick fruit and vegetables instead, but we will never know what that wage is, because in a global market for farm commodities such jobs will never be economically viable. Foreign producers will fill the gap first, as we have seen that they are doing. Even if U.S. workers did leave their non-farm jobs to come work on farms, that would not solve anything. It would merely create shortages elsewhere. You do not increase your wealth by taking the change out of one pocket and putting it in the other.
The reason farm wages are not increasing faster than they are is that global commodity markets cap the amount employer’s in any country can afford to pay and still be competitive in the global market. U.S. farmers are increasing wages and improving productivity to offset higher wages as rapidly as they can do so and remain competitive. But they are not doing so at a rapid enough rate to keep up with the growth in the market, and they are losing market share to foreign producers.
What are the consequences for consumers and the nation of not addressing the farm labor crisis?
Some hold out the specter of skyrocketing food prices and/or food shortages if we do not address the problem. While these outcomes are not impossible, they are not likely. The world still has the capacity to produce far more food than we are now producing, particularly fruits and vegetables. There are plenty of foreign suppliers eagerly awaiting the opportunity to increase their stake in the U.S. market. So, barring international political commotion or an outright effort by foreign suppliers to squeeze the U.S. food supply, the U.S. will continue to have plenty of food at prices that are affordable.
The real questions are: Is it in the U.S. national interest to become dependent on foreign sources for food and fiber, which are, after all, very basic commodities? Are we safer by excluding foreign farm workers and becoming dependent on foreign food suppliers, or by putting a legal, workable scheme in place for admitting the foreign workers we need, and producing most of our food here? How do we assure the safety and security of our food supply and our country if we are dependent on foreign producers for food? Most Americans believe that the best policy is to admit workers – most of whom would come on a temporary seasonal basis – and to produce most of our food here.

Whitewash

The Fresh Talk poll question this week was, "Should AQI/border pest inspections be moved back to the USDA from the Department of Homeland Security?"

The final results: 16 yes, 0 no. That's a pretty resounding margin of victory for those who would like to see AQI duties shifted back to the USDA from the DHS.

Depending on the political winds, I suppose, Sen. Dianne Feinstein may offer an amendment to move the inspectors back to USDA during farm bill debate this week.

Speaking of, it looks like the earliest the farm bill will be up is Tuesday afternoon. Here is the Senate's agenda for tomorrow, passed on by Kate at the Senate Agriculture Committee:

The Senate immediately will proceed to Executive Session and consideration of the nomination of Robert M. Dow, Jr., to be United States District Judge for the Northern District of Illinois.

The time until 10:10am will be equally divided for debate on the nomination, to be followed by a roll-call vote on confirmation of this nomination.

Upon disposition of the Dow nomination, the Senate will proceed to a period of morning business until 12:30pm, with Senators permitted to speak therein for up to ten minutes each. The first half will be under Republican control; the next half will be under Democratic control.

· The Senate will recess from 12:30pm until 2:15pm for the Weekly Caucus Lunches.

FDA's Produce Safety Initiative - Industry Questions

Prior to the recent flurry of news about the FDA's Food Protection Plan and the Import Safety Action Plan was an update from the FDA on the Produce Safety Initiative. On Oct.4, the FDA conducted a teleconference that included industry members about the FDA's outreach on the Produce Safety Initiative. Here is the FDA Web page link that provides some background on the initiative.

In 2004, the Food and Drug Administration (FDA) launched the 2004 FDA Produce Safety Action Plan, which is intended to minimize the incidence of foodborne illness associated with consumption of fresh produce. In 2006, FDA, in collaboration with the State of California's Departments of Public Health and Food and Agriculture, began a multi-year Initiative as part of a risk-based strategy intended to reduce public health risks by heightening the focus on preventive food safety efforts (e.g., in advance of an outbreak) on specific products, practices, agents, and growing areas of greatest concern. The first year of the Initiative focused on lettuce (Lettuce Safety Initiative) as a response to recurring outbreaks of E. coli O157:H7 associated with fresh and fresh-cut lettuce.
FDA and the California Department of Public Health are continuing these efforts in 2007 with a focus on a broader range of leafy greens, including spinach, building upon lessons learned in the first year, subsequent outbreak investigations, and our
2007 Tomato Safety Initiative which is underway in Virginia and Florida.
Beginning in October 2007, FDA investigators, in coordination with their respective state counterparts, and with the cooperation of the industry, will visit farms in California to assess the prevalence of factors in and near the field environment which may contribute to potential contamination of leafy greens with E. coli O157:H7 and the extent to which Good Agricultural Practices (GAPs) and other preventive controls are being implemented. To further focus this risk-based approach, collaborators have been reviewing data to identify areas where co-existing environmental risk factors are present. Data analyses and GIS mapping will be followed by preliminary assessments to confirm the data analyses and to finalize site selection for the field assessment.
Other components of the initiative include:
Continuing outreach with the industry at all points in the supply chain,
Communicating early and often in the event of an outbreak or recall, and
Continuing to build and strengthen collaborative relationships with federal, state and local public health officials in disease prevention, detection, and outbreak response.
By identifying practices and conditions that can lead to product contamination, FDA and our safety partners can improve guidance and policies intended to minimize chances of future disease outbreaks, as well as ascertain future produce-safety research, education and outreach needs. The high degree of collaboration and cooperation in both the Leafy Greens and Tomato Safety Initiatives will play a significant role in allowing these initiatives to achieve their goals. The findings of the 2007 Leafy Greens Safety Initiative will be shared publicly upon completion of the effort, to allow state officials and members of the industry to maximize their food safety efforts.

TK: This audio file of the Oct. 4 teleconference focused on the FDA's desire for more data sharing from the industry and some of the concerns the industry has with the assessment process. Is the assessment window appropriate for the harvest timetable? Are the assessments voluntary? "They are definitely not a regulatory visit; it is voluntary." Will FDA take samples from the farms? Non product, environmental samples be taken, and those only "for cause," the FDA said.

Note that the FDA states that the information they gather will be shared with the public, though company specific information will not be released --- except for perhaps in the case of a Freedom of Information Act request (this point was not resolved in the teleconference). "We understand concerns and hesitancy(about participating in voluntary assessments) ; I wouldn't anticipate anyone getting into regulatory trouble unless they honestly deserve to be in that kind of trouble in the first place," one FDA official said.

One off topic question raised by an industry members addressed environmental issues raised by GAP guidance and how growers should deal with conflicting demands for different government agencies. "Who prevails, FDA or EPA?"
